The people list at the size where it stops being a list: search, role and status filters, windowed rows, and selection that survives both.

Refusals come before the action, not after
Select everyone and choose Remove: the bar says it cannot remove the owner and cannot remove you, and then runs on the rest. The alternative is a red toast listing what half-happened.
